An opinion has been sought on the environmental effects of plans for up to 160 homes on the edge of Bury St Edmunds.
Pigeon Capital Management wants to build the development on land north of Mount Road in Rougham and its agent Turley has submitted an environmental impact assessment (EIA) screening opinion.
The application to West Suffolk Council is to decide whether the proposal would have significant environmental impacts for which an environmental statement would be required.
A report said no likely significant effects have been identified following a detailed appraisal.
The proposed scheme features a number of biodiversity measures and enhancements including retaining a 25m buffer to the northern boundary to provide a green corridor.
Construction is anticipated to start in the third quarter of 2026, subject to gaining planning permission.
The development would be delivered in a phased manner and, while subject to market demand, final completion and occupation is anticipated in 2030.
A planning, design and access statement from Turley said the new homes would be a mix of detached, semi-detached and terraced houses as well as apartments, although the final mix would be agreed at the reserved matters planning stage.
